This guide picks up after the water is off. If it is not, close the main first - the first 30 minutes after a burst and finding your shutoff valve cover that. What follows is the slower problem: a wet structure, and a clock that started the moment it got wet.
The clock you are working against
The EPA's guide to mold and moisture gives the deadline in one line: dry water-damaged areas and items within 24 to 48 hours to prevent mold growth. The American Red Cross states the consequence of missing it: if you cannot return to dry your home within 24 to 48 hours, you should assume you have mold growth.
The window is a working deadline, not a guarantee in either direction. EPA's own footnote to its water damage table says mold growth will not always occur after 48 hours and this is only a guideline, and the same note warns that mold growth may have occurred even where materials were dried inside 48 hours. You will not know which case yours is while the clock is running.
Texas makes the deadline harder twice over. Attics are on the list of places pipes freeze here, per Texas A&M AgriLife Extension, which puts water into insulation and down through a ceiling rather than across a floor you would have noticed. And a single front splits pipes across a whole metro in the same hour. The Insurance Information Institute ranks the February 2021 polar vortex and Texas freeze first among the costliest US winter events since 1950: $14.9 billion in insured losses when it occurred, $17.5 billion in 2023 dollars, on Aon data. When that many houses fail at once, you are competing for the same crews and the same drying equipment as everyone on the block.
Dry to the touch is not dry
Your hand reads a surface, and surfaces dry first. EPA lists where mold hides: the back side of drywall, wallpaper or paneling, the top side of ceiling tiles, the underside of carpets and pads, inside walls around leaking or condensing pipes, and in roof materials above ceiling tiles. A freeze burst wets most of that list, and a hand reaches none of it.
Drying is therefore a measurement job. EPA describes the tool plainly: moisture meters measure the moisture content of building materials after water damage and can also be used to monitor the process of drying damaged materials, on carpet, wallboard, wood, brick, and concrete. The restoration standard puts the target at the front of the job: among the activities a restorer should complete during the initial response is to establish dry standards and drying goals, so "dry" is a number agreed at the start. In practice that baseline usually comes from reading the same material somewhere the water never reached, then drying the wet areas down to match. If nobody puts a meter on your walls, nobody can tell you the house is dry.
Keep the air dry while the structure dries. EPA's figure for indoor humidity is below 60 percent relative humidity, ideally 30 to 50 percent, and its method is air conditioners and dehumidifiers. Open windows are no substitute on a humid Gulf Coast day: where the outside air carries more moisture than the inside air, ventilating adds water to the room.
What a restoration crew actually does
The yardstick for this work is the ANSI/IICRC S500 Standard for Professional Water Damage Restoration, which covers the procedures and precautions for water damage restoration in residential, commercial, and institutional buildings and the systems and personal property inside them. The standard itself is sold, not published, so the four steps below are described from EPA's free water damage cleanup table. A crew working to S500 should be doing all of them.
- Extracts. EPA's first instruction for wet carpet, concrete, and upholstered furniture is the same one: remove water with a water extraction vacuum. A gallon pulled out as liquid is a gallon nobody has to evaporate.
- Removes what cannot be dried. EPA's table allows no choice on some materials. Fiberglass insulation, cellulose insulation, and ceiling tiles are discard and replace. Wallboard may be dried in place if there is no obvious swelling and the seams are intact; if not, remove, discard, and replace, and ventilate the wall cavity where possible.
- Dries. Air movers push air across wet surfaces; dehumidifiers pull the moisture those fans release back out of the room air. EPA pairs the two for carpet: reduce ambient humidity levels with a dehumidifier, accelerate the drying process with fans. For wood it calls for dehumidifiers, gentle heat, and fans together, with caution when applying heat to hardwood floors. Fans on their own move moisture off the surface into a room where it has nowhere to go.
- Monitors. The crew comes back, re-reads the same materials, and moves equipment as the numbers fall. The gear leaves when the readings reach the drying goal set on day one.
The category decides the method
S500 sorts water losses by contamination, and the category a restorer assigns changes the job. Per the S500 consensus body's published position statement, where the preliminary determination is Category 1 the restorer can proceed without contamination controls; for Category 2 or 3, remediation should occur before restorative drying, and restorers shall use contamination controls and appropriate worker protection.
Category 3 is the definition the standard puts in public, and it is specific: grossly contaminated water that can contain pathogenic, toxigenic, or other harmful agents, with examples including sewage and waste line backflows that originate beyond any trap. The Category 1 and Category 2 definitions, broadly water from a sanitary source and water carrying significant contamination, sit inside the paid standard, so this page will not quote wording it cannot link you to.
A split supply line starts at the clean end of that scale. Nothing keeps it there. The same position statement is explicit that the categories reflect both the water's originating source and its quality after it contacts materials on the job site, and that time and temperature can affect the amplification of contaminants and so the category itself. EPA attaches a warning to its drying advice for that reason: do not use fans before determining that the water is clean or sanitary. A fan spreads contamination as readily as it spreads dry air.
The call belongs to the restorer, after an inspection on site. The consensus body issued that position statement to block the shortcut in the other direction too: water from a weather-related event is not automatically Category 3 either.
Where the line falls
Not every leak needs a contract. Clean water caught the same day on ceramic tile or vinyl, that never reached a wall, is a towels-and-fan job. EPA's instruction for that flooring runs to two steps, and the second is the one people skip: vacuum or damp wipe with water and mild detergent and allow to dry, then check that the underflooring is dry and dry it if necessary. Call a professional when any of these is true:
- Water reached a wall or ceiling cavity, or got into insulation. Insulation is on EPA's discard-and-replace list, which makes that a demolition job rather than a drying one.
- Water ran under laminate, vinyl, or engineered flooring and you cannot verify the subfloor under it is dry.
- The water was Category 2 or 3, meaning anything out of a drain, an appliance, or a sewer. S500 puts remediation before drying on those, under contamination controls.
- Mold covers more than about 10 square feet. Below that, EPA says you can handle the job yourself in most cases; above it, EPA sends you to its commercial-buildings remediation guide, which describes professional-scale containment and protective equipment.
- The HVAC system got wet. EPA says not to run an HVAC system you know or suspect is contaminated with mold, because it could spread mold through the building. If your air handler is in the attic, it sits in the space the pipe burst in.
Three lines you do not cross. Red Cross flood safety guidance is direct on the first two. Do not touch electrical equipment if it is wet or if you are standing in water, because you could be electrocuted. And gasoline, propane, natural gas, or charcoal-burning devices should never be used inside a home, basement, garage, tent, or camper, or even outside near an open window, because carbon monoxide cannot be seen or smelled. That rules out a rented propane heater to hurry the drying along.
The third gets missed once the water goes down. The Consumer Product Safety Commission warns that all gas control valves, electric circuit breakers, GFCIs, and fuses that have been under water must be replaced: even where they appear to function after submersion, they are unfit for continued use and cannot be repaired. Gas control valves on furnaces, water heaters, and other gas appliances that have been under water must be replaced. CPSC adds that other submerged parts of gas and electric appliances, such as fans, motors, electric circuits, and venting systems, should be evaluated by a qualified technician, and that entire appliances may need to be replaced.
Photograph everything before it goes to the curb: wet drywall, ruined flooring, the failed pipe, serial numbers on damaged appliances. Only you can capture that record now, and what insurance covers after a Texas burst is its own guide.
Texas licenses the mold work, not the drying
Water damage restoration is not a licensed trade in Texas. TDLR's list of licensed programs covers electricians, air conditioning contractors, and mold assessors and remediators. No restoration license appears on it, and no state exam stands behind the word painted on the van. Two checks still work.
- IICRC certification. Voluntary, and checkable. IICRC says you can verify any IICRC Certified Firm and their qualifications on the IICRC Global Locator, or contact IICRC with the company name and they will verify the credentials. A firm that advertises the credential and does not appear in the locator is worth that second call before you rule it out, and worth an explanation from the firm.
- TDLR mold license, once mold is the job. Per TDLR's mold program FAQs, areas of visible mold under 25 contiguous square feet can in most instances be cleaned up by people who are not licensed, and a homeowner can clean up mold in their own home without a license. Above that line, a company you pay to do it has to hold the license, and a licensed remediator must give you the Consumer Mold Information Sheet before mold-related work begins. Whoever you call, make the first question about measurement: ask how they will show you the structure is dry, and what number they are drying to. A meter reading answers that. A hand on a wall does not.
