A Minnesota Winter: Ice Dams, Frozen Pipes, and the Three Things the State Lets You Check

Minnesota houses are built for cold, which is why the Minnesota winter failure is not the Texas one. Pipes still freeze here, but the signature problem is a roof that is warmer than it should be, and the state has published the cause in one sentence. This guide covers what that sentence means for what you should actually pay someone to do, and what the Minnesota register lets you check about the person you pay.

Ice dams: the cause is not the roof

The Minnesota Department of Commerce Home Energy Guide is unusually direct: the primary cause of ice dams is attic air leaks. It describes the mechanism step by step - ice dams occur when heat gets into the attic and melts the underside of the snow on the roof. The melted snow then flows down the roof surface until it reaches a cold spot (such as the eaves or soffit) where it forms a frozen dam, behind which more snowmelt and ice pile up. And then the damage: the ice buildup can back up under the shingles, damaging them and allowing water to leak to the ceilings and walls below.

The guide names the specific holes that leak the warm air: warm, moist air leaking through holes around plumbing vents, electrical wires, chimneys, etc. It also warns that the moisture riding on that air does its own damage on the way - water vapor carried with the escaping warm air may condense, freeze, and build up in the insulation, which can soak the insulation (wet insulation has little insulating value), cause plaster and paint to crack and peel, and lead to rot and other structural damage.

The fix follows from the cause. The department's remedy is air sealing first - foam spray or caulking can seal up the air leak, saving energy and preventing nearly all ice dams - and it is explicit that piling on insulation is not a substitute: although additional insulation - especially higher density foam on the top plate of exterior walls - can reduce heat transfer to the roof deck, insulation alone is insufficient.

The three things the state says not to do

The same guide lists what to avoid, and every item on it is something homeowners are routinely sold in January:

Those three are the department's. The fourth is ours, and it is the one that decides the others: doing any of them instead of sealing the air leaks treats the symptom, and the leaks are the cause the department itself names first.

When a dam has already formed and water is coming in, the department's advice is to hire a professional ice dam removal service that uses steamers, and on clearing roof snow it notes that it may be best to hire a professional especially if it takes getting on the roof or using a ladder.

If water is already in the ceiling, the drying clock has started. The EPA states that if wet or damp materials are dried 24 to 48 hours after a leak or spill, in most cases mold will not grow. Removing the ice does not dry the wall behind it.

Frozen pipes in a cold-climate house

Northern construction keeps most supply lines in heated space, so Minnesota freezes tend to find the exceptions: an unheated garage or porch, a rim joist, a line in an exterior wall, a cabin left at low heat, and anything downstream of a power failure. The American Red Cross guidance is climate-neutral and worth following anywhere: if you turn on a faucet and only a trickle comes out, you should suspect a frozen pipe; leave the faucet open and warm the frozen section with an electric heating pad, a hair dryer, a portable space heater kept away from flammable materials, or towels soaked in hot water; and never use a blowtorch, kerosene or propane heater, charcoal stove or any other open-flame device.

What Minnesota lets you check, and where the gap is

Minnesota's Department of Labor and Industry runs one license and registration lookup for the trades. Two things are worth knowing before you use it:

  • The status word is "Issued". DLI's own lookup page says current, active licenses or registrations will have a status of "Issued". You can also check whether there are enforcement actions against a license.
  • HVAC is a bond, not a license. Minnesota does not license mechanical contractors. The state requires them to file a bond with DLI instead, so what you verify for an HVAC company is that a bond exists - the file does not record what it is worth. And the honest gap: the trades that actually fix an ice dam's cause - air sealing, insulation, roofing - are not verticals we publish in Minnesota, because the credential we can match against does not exist there in the form the other trades have.
