Of 2,592 active licensed plumbing and electrical contractors in Oregon, exactly 1 shows a lapsed insurance date in the state's own file - 0.0%, against roughly one in ten in Texas's equivalent file. Oregon's register publishes the same kind of expiry dates Texas's does; its contractors' records are simply almost never expired. Whether that reflects enforcement practice or reporting cadence is a question for the CCB - the file is what we can measure, and this is what it says.

The three states we have studied now give three different answers to the same question. Texas shows its lapses ( about 10%), Washington deletes them from the file (so a lapse rate cannot exist there), and Oregon publishes the dates and shows almost none. Same public-record promise, three different meanings.

The 229 records with no insurance date are counted separately from both groups - an absent date is not a lapse and not proof of cover.

Bonds that actually vary

Unlike Washington, where nearly every bond in a population sits at one amount, Oregon's bond amounts spread across real tiers: $25,000 (1,608), $20,000 (497), $80,000 (156), $55,000 (93) among 2,374 active contractors with a live bond, median $25,000. The amounts are class minimums under Oregon's rules, which is why our Oregon listings deliberately never rank on them - the methodology says so in the same words.
